Importance
The main objective of environmental monitoring is to provide the need for reliable and operational information necessary to prevent or reduce the negative effects of environmental degradation.
The current state of the organization of observations and evaluations does not fully meet the information needs of the monitoring system. In existing networks, the observation is carried out according to different methods; the determination of pollution indicators is mainly performed by obsolete techniques on equipment that does not meet the current technical and metrological requirements, most of which has exhausted its technical resource.
The available surveillance networks are built without taking into account the recommendations of the UNECE Commission on the establishment of a European Observatory for Environmental Information, in particular EUROWATERNET, EUROSOMNET, ICP FORESTS, and others.
The implementation of the Directive 2008/50 / EC of the European Parliament and of the Council on ambient air quality and cleaner air for Europe and the Directive 2004/107 / EC of the European Parliament and of the Council on arsenic, cadmium, mercury, nickel and polycyclic aromatic hydrocarbons in ambient air requires the determination of zones and agglomerations and the establishment of a new system for assessing the quality of atmospheric air relative to pollutants.
In February 2016, Ukraine ratified the Protocol on Pollutant Release and Transfer Registers (PRTRs), which is an annex to the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters, 1998 (Aarhus Convention) . The main purpose of PRTR implementation is to replace the process of statistical observations of the environment by collecting paper data by statistical authorities by a modern process of conducting electronic data registers.
The roundtable will present the latest developments regarding the state of readiness of Ukrainian business entities and state authorities to introduce electronic registers of emissions; there will be discussed the plan of action for the implementation of the objectives of the Protocol on PRTRs in Ukraine; and the nationwide information and analytical system "Open Environment" will be presented.
