Importance

The indicators of environmental pollution in Ukraine remain stable despite the stagnation of industry. The country is in a permanent ecological crisis therefore coming out of the recession is a key task not only for the authorities, but for the business and the public.

We need the systemic environmental measures both at the government and local levels, which will help to avoid further deterioration of the situation and minimize the risks to human health.

Today, such measures are limited due to lack of funding. And this is despite the fact that the Ukrainian businesses pay up to 4.7 billion UAH of environmental tax annually into the budgets of different levels, which, according to the law, should be aimed at eliminating the root causes of environmental problems. Instead, the funds mainly go to finance non-environmental issues or are split and spent at the local level.

This is the evidence that the current system of administration and the use of environmental tax is ineffective and non-transparent and needs an immediate and radical reform.

The targeted use of environmental tax revenues for effective environmental projects should become an effective tool for combating environmental crises, as well as contribute to the gradual implementation of Ukraine's commitments to the EU, in particular, the provisions of the Association Agreement.

• Revenues and expenditures for environmental programs at the state level: analysis of the efficiency of the use.
• How the local environmental funds are distributed, and whether they provide the necessary result for the environment.
• The environmental projects to fulfill the requirements of the EU-Ukraine Association Agreement: current funding issues.
• Practices of the efficient use of Environmental Tax in the European countries.
• Proposals for the reform of the environmental taxation system.
• Effective forms of national support, general and detailed criteria for assessing the admissibility of national support of economic entities to conduct environmental protection measures.

People's Deputies (MPs) of Ukraine, representatives of industrial enterprises - environmental tax payers, the Ministry of Economic Development and Trade, the Ministry of Finance, the Ministry of Ecology and Natural Resources, the EU Delegation to Ukraine, local self-government bodies (in particular, the most environmentally disadvantaged regions), expert organizations and public associations.
