On April 19, 2020, the Law of Ukraine “On Amendments to the Law of Ukraine “On Public Procurement” and some other legislative acts of Ukraine on the improvement of public procurement” adopted on August 29, 2019, came into force.

The law contains many changes, in particular regarding the possibility for the customer to apply various criteria to the subject of procurement as requirements of technical specifications or non-price criteria.

In order to assist customers in applying a multi-criteria approach in accordance with the updated Law, a group of project experts on sustainable public procurement of the EaP GREEN (2014-2017) and non-price criteria of the EU Association Lab (2017-2018) developed a program of training webinars.

The webinar program is customer-oriented. But it can also be useful for competitive bidders, expert organizations, public and public control organizations in the field of public procurement and anyone interested in this subject.

During each of the webinars regarding the selected category of goods, services or works, the following issues were considered;

  • What criteria should be used to purchase more efficiently, efficiently and safely;
  • What documents to follow when setting requirements for the subject of procurement;
  • Typical wording of requirements for environmental characteristics with reference to regulations, standards and labeling;
  • Advantages of applying the recommended criteria;
  • Supporting documents and the requirements for the bodies that provided them;
  • Examples of errors in the formation and evaluation of proposals;
  • Examples of appeals and successful purchases;
  • How to ensure control of compliance with the established requirements by the supplier / service provider / contractor.
